The Office of the Cook County Assessor (CCAO) is seeking applications for an entry level Programmer. The Programmer will provide full System Development Life Cycle (SDLC) solutions for the CCAO. The Programmer will consult with users, advise them and provide technical assistance to help define their needs by obtaining their program requirements. The Programmer will be required to design and review program specifications, create documentation, customize and implement applications and systems for user departments. The Programmer will test applications and systems, provide maintenance, software changes and enhancements. The Programmer will assume responsibility for multiple projects as directed. Perform assignments and duties as required or assigned. May need to work extended hours, and weekends as assigned. Must have the ability to write with precision and communicate information of a technical nature in a clear manner.
Qualifications:
- Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, or related fields; or MCAD or MCDBA; or three years of relevant work experience.
- Must be self-motivated, proactive and able to work independently with minimal supervision.
- Chosen candidate must comply with Cook County’s Residency Requirement (Ord. No. 01-O-02, art. I, 12-5-200).
- Experience (Academic or Professional) programming with any of the .NET Languages (Visual Basic .NET, C#, ASP.NET).
- Experience (Academic or Professional) with one or more of the following: SQL Server Database, HTML.
- Ability to effectively communicate with non-technical departments.
Knowledge, Skills, Abilities and other characteristics:
- Experience (Academic or Professional) with one or more of the following: Visual Basic, ASP, C++, JavaScript
- Experience (Academic or Professional) working with Microsoft Office Suite (PowerPoint, Word, Excel and Access).
- Experience in SQL Server 2008 preferred

The Office of the Cook County Assessor is seeking applicants for the position of Senior Research Analyst. Responsibilities include qualitative and qualitative analysis of assessment data; development of new valuation initiatives; and review of tax policy, housing affordability issues, and legislative proposals. Develop appraisal standards and write reports regarding economic trends. Assist in tax policy development, perform statistical and analytical research. Render analytical assistance to ensure the fair and uniform assessment of industrial and commercial property. Perform other assignments and duties as required or assigned.
Qualifications:
- Master’s degree from an accredited college or university in public policy, public administration, economics, statistics, or related field.
- Knowledge of property tax preferred.
- Knowledge of Excel and SPSS (or similar statistical software) necessary.
- Sound analytical and mathematical skills, and experience in conducting research projects.
- Strong communication, writing, leadership, interpersonal and organizational skills required.
- Knowledge of economic principles related to value.
