Property values have gone down. Why did my tax bill go up?

First, it is important to ensure that you are receiving all the money saving exemptions to which you are entitled. Exemptions may save you hundreds of dollars on your tax bill.

Other possible reasons your tax bill may be higher:

  •  If you reside in the City of Chicago, your property was reassessed last year in 2009. Any increase in the assessed value of your property was reflected on the tax bill you just received.
  • The state legislature voted to decrease and phase out exemption amounts for the 7% Expanded Homeowner Exemption.

The impact of the state legislature voting to decrease and phase out the 7% Expanded Homeowner Exemption: 

    • The maximum exemption for a homeowner in the City of Chicago will decrease as follows:
      Tax Year 2008 (last year’s bill) - $20,000
      Tax Year 2009 (this year’s bill) - $20,000
      Tax Year 2010 – $16,000
      Tax Year 2011 – $12,000
    • The maximum exemption for a homeowner in north suburban Cook County will decrease as follows:
      Tax Year 2008 (last year’s bill) - $26,000
      Tax Year 2009 (this year’s bill) - $20,000
      Tax Year 2010 – $20,000
      Tax Year 2011 – $16,000
      Tax Year 2012 – $12,000
    • The maximum exemption for a homeowner in south suburban Cook County will decrease as follows:
      Tax Year 2008 (last year’s bill) - $33,000
      Tax Year 2009 (this year’s bill) - $26,000
      Tax Year 2010 – $20,000
      Tax Year 2011 – $20,000
      Tax Year 2012 – $16,000
      Tax Year 2013 – $12,000
  • There was an increase in the state multiplier to 3.3701 from 2.9786.  The state multiplier (equalization factor) is determined by the Illinois Department of Revenue each year to ensure an equal assessment among all 102 counties in the state. It is applied to all second-installment tax bills.
  • Any increase in your local tax rate. If your local governing bodies have asked for more money to operate, this may impact your bill.

My neighbor’s home is identical to mine yet my bill is higher. Why?

When comparing total tax dollars due, it is important to review the exemptions that were applied to a property. Two homes may have similar assessed values but total tax bill amounts may differ due to exemptions applied to the property (your neighbor may be eligible for additional exemptions such as the Senior Exemption, Senior Assessment Freeze Exemption etc.) It is also very important to remember that exemption amounts often differ depending on when a home is purchased.

Another factor to be considered is that your neighbor may have filed an appeal with the Cook County Board of Review and received a decrease in the assessed value of their home from that agency.

How can I get my a copy of my tax bill?

The Cook County Treasurer’s Office mails out tax bills and collects payments. For tax information and/or a copy of your bill, you must contact the Cook County Treasurer's Office at 312-443-5100 or visit their Web site at http://www.cookcountytreasurer.com

I did not receive my Homeowner Exemption on my tax bill. 

If your Homeowner Exemption did not appear on your bill, you can download a Homeowner Exemption Certificate of Error form. http://www.cookcountyassessor.com/forms/HoHs.pdf

Time permitting, you may receive an adjusted bill – otherwise you can pay your bill in full and receive a refund for the amount of the exemption. We have branch offices located in Skokie, Markham or Bridgeview (addresses may be found on our Web site.) You may also come to our downtown office located at 118 N. Clark St. 3rd Floor, Chicago.

My name and/or mailing address is wrong on my tax bill.

My property’s location is incorrect.   

To change a property’s location, download a property location correction form from our Web site. Follow this link to download the form. http://www.cookcountyassessor.com/forms/PropertyLocation.pdf Once the form is completed, the property’s location can be corrected.

I do not know my Property Index Number (P.I.N.). 

You may locate your property index number on the following:

  1. your tax bill,
  2. your property’s deed,
  3. your closing statement from the purchase of your home,
  4. your reassessment notice,
  5. notices from the Assessor’s Office if the underlying parcel has been divided (i.e. condominiums, new subdivisions), and
  6. you may also obtain your PIN on our Web site using your address.

I received a letter from the Assessor’s Office stating you were going to apply the Long-Time Occupant Exemption to my property tax bill instead of the Senior Freeze Exemption.  Why did you do this?

  • Your property may only receive the Long Time Occupant Exemption or the Senior Freeze Exemption – not both of these exemptions.
  • The Long-Time Occupant Exemption will provide you with the greatest savings this year.  This is for one year only. If you continue to qualify for the Senior Freeze Exemption next year, please reapply. Please note: You will not lose your Senior Freeze Exemption base year.

Assessment and Appeal Related Questions

Can I file an appeal on my assessed value? 

You may file an appeal on your property if your township is open for appeals at this time (please consult our Web site for filing dates for your township). If you miss the Assessor's deadline date, you may file an appeal with the Cook County Board of Review.  Their phone number is 312-603-5542.

Please Note: Any appeal filed now, will not affect your current tax bill. You are notified of any changes in assessed value the year before the changes are reflected on second-installment tax bills. Any assessment changes made as a result of an appeal this year, will appear on your second-installment tax bill the following year.

In the vast majority of the cases, your assessed value is correct. There are numerous other reasons your tax bill may be high such as an increase in your local tax rate or the state multiplier, a decrease in the 7% Expanded Homeowner Exemption etc.
